Module 1
Programme Context & Timeline
A scrollable timeline of programme events — funding shocks, MOU signings, guideline changes, and site-level disruptions — with trend sparklines for key indicators running alongside.

Module 2
Data Upload & Approval
Per-country data submission from the SHIFT retrospective Excel template, with a two-step approval workflow: country teams upload their workbook, the country project manager reviews and approves before the data is released to the dashboard.
- One submission tab per country (all 6 countries)
- Drag-and-drop Excel upload, auto-parsed in browser
- Coverage % and validation warnings before submit
- PM approve / reject workflow with rejection reasons
- Submission history with reviewer audit trail
Module 3
Facility Level Indicators
Drill into a single indicator at a time across the country → district → facility hierarchy. Pick a country, district and indicator from the top filters, see the district aggregate trend, and view each facility in the district as its own small chart with axis labels and data values.
- Three top-level dropdowns: Country, District, Indicator
- District aggregate area chart with monthly values
- One small chart per facility in the chosen district
- Full X / Y axis titles plus value labels above points
- Four core indicators: testing, initiations, ART, suppression

13 indicators, cascade-ordered
Ordered by the HIV service cascade — from prevention through mortality. Monthly indicators are high-priority; quarterly indicators are collected at the end of each quarter.
